But the strategic prep has been a total failure. California's population has been continuously growing, but not the water infrastructure. The Democrats in charge of CA & LA let the Santa Ynez reservoir in the Palisades sit unrepaired & empty since 2011. The Democrats refuse to build nuclear-powered desalination plants. They fail to build new infrastructure at a reasonable rate that could retain rainfall, letting the rainfall instead go to the ocean supposedly to save an "endangered" fish that frankly does not matter as much as CA's need for the water. And if CA would build enough nuclear-powered desalination plants, CA could produce enough water to be able to afford to let rainfall help the endangered fish.
