Their percentage of the population has increased by less than 1% in the last decade. Even if on paper it's claimed they have equal rights in practice they don't, they don't have the same access to purchasing property, funding for education, job opportunities... And of course interactions with law enforcement are way more likely to go badly. All the sort of things one would expect from an apartheid state.
