First, Gazans and West Bank each already de facto on the ground already have their own government/state. A government/state is nothing more than an organization with a monopoly on legitimate violence over a territory; Hamas and Fatah have their own police and military forces. Israel pulled out of Gaza in 2005. All the people of Gaza have to do to gain recognition for their de facto, on the ground government from the Israeli government (symbolized perhaps by an exchange of ambassadors)
is stop attacking Israel. That's it. You pretty much said the same thing, advocating that Palestinians swear off violence. Thank you for recognizing this most important aspect of what’s going on there. Other Arab nations will never let Palestinians come in, though; they have no desire for more extremist Muslims. I can't think of a single country on Earth that would take large groups of Palestinians in.
