Oligarchies become oligarchies only through government power; that's my whole point. Government officials and the private sector companies they work with are the oligarchies. Private sector companies that the government officials' family and friends are in; and then government officials themselves cycle in and out of government, going to work for companies they previously were involved in regulating.
