Here you go again blaming the victim rather than the bully. The free world is to "blame" only because the "free world" like the victim probably could do more to like hide and evade or lift weights to fight back better, but in the end it is the bully's fault. In the end, it is Putin who's still trying to colonize his neighbors and start the killing, so in the end and ultimately, Putin is at fault.
