I know you're Canadian. In America, government-run housing projects are terrible, and I think that Britain's experience has been like America's. Neither is building large housing projects anymore. A middle ground might be the government arranging the housing and turning ownership over to poor people; some cities in America, like Seattle, are doing some projects like that. Basically, Habitat For Humanity with the government funding the construction.
