If one were to approach this language in a very literal manner, I don't see how it would at all ban the very existence of Black sororities/frats, because Black sororities/frats don't necessarily espouse "equity". If an organization does not espouse just one of that DEI triad, then because of the "and", it is not meeting the full set of all three conditions required to trigger the ban. "Equity" is different from "equality". If the Black sorority/frat espouses "equality", but not the "equity" of racial quotas, then it would not trigger the ban. Conservatives are not against diversity or inclusion; it's the "equity" part of DEI, and the quotas used to unfairly enforce it, that's the problem.
