I'm sure people like this exist, but the data in the link proves that they are a minority in the Republican Party. The link is from 2014, almost ten years ago; then "About half of Republicans (49%) have a positive view of the move away from mandatory drug sentences" and elsewhere this article discussions how this attitude is generally much more common in younger people, which means that in the intervening ten years it is almost certain that a good majority of the Republican Party agrees with you and with the quote.
