In general yes. Which is why America's Electoral College for Presidential elections is so great, which Al Gore pointed out in 2000 (and then Al Gore reneged on his wisdom in later years). When a Presidential election is close in America, it's only a few counties, literally just a few, that will make the difference, and so as a result there is zero incentive in 99.9% of America to engage in any shenanigans to swing a close Presidential election because it will make no difference. If America's Presidential election were based purely on popular vote % across all of America, all Presidential elections would turn into local precinct battles across all of America. But because of the Electoral College for President, that doesn't happen: All the dispute energy goes to just a few counties.
