Israel dismantled its Gaza settlements in 2005 and pulled out in a gesture of goodwill. Rather than reciprocate that goodwill, Hamas ramped up its attacks. If you want to incentivize Israel to stop settlements, then you shouldn't attack harder from the areas where Israel dismantled them.
