It seems like you're trying to say that America is unusually bad when it comes to public transportation. That would be an incorrect assertion. Los Angeles's poor public transit is not much worse than any average city in the world with the same density. It's obviously not #1. You trotting out the #1, allegedly Lower Saxony, only proves that Lower Saxony's #1; it does not prove that SoCal is unusually bad. My assertion is that SoCal is average. I'm not saying that it's the best.
