Maximizing would have been counting blacks equally with whites, but because the Southern (Democratic Party) whites wouldn't allow blacks to vote, those racist whites would have wielded the influence of the black vote without enfranchising them. The 3/5 Compromise was a COMPROMISE, not maximum anything. Ironically, the best thing for African Americans at the time would have been to not have been counted at all! That would have reduced the influence of Southern Whites in the national government even more!
