No. Violence is always the most important political issue. Minimizing violence is always the #1 priority. If you make something else #1 like combating ACC, then you're giving more free reign to violence and its precursor: mass coercion. It is immoral to make anything besides minimizing violence the #1 goal of politics.
If you make ACC the #1 political priority, you're excusing using government programs, which are by nature always programs of mass coercion, to address the issue. And the problem with using government programs is that their mass coercion destroys feedback loops that enable continuously improving efficiency, which is why government programs almost always fail to achieve their goals.
