Oh yes, they did. They did both. Look, I love the idea of wild pure Celtic/Germanic culture and druids and such, but I also acknowledge the reality that many if not most Celts/Germans would have acknowledged Roman civilization as superior as soon as they traveled on the roads and tasted the wine.
