The article I linked to is about the 21st century. I actually can't find evidence that 19th or early 20th century Democrats used anything like Voter ID laws when they were suppressing African Americans from voting; those Democrats used educational tests, property ownership requirements, violence, etc. I don't know that even those Democrats used Voter ID laws.
