The government is essential to minimizing illegitimate violence, but it should be minimized because every use of government is a system of mass coercion. If you advocate using the government, you are advocating systems of mass coercion that disrupt feedback loops that enable continuous process improvement to enhance efficiencies. This view of government does make sense precisely because that is the definition of government: any organization with a monopoly on legitimate violence. Saying, as you do Mr Lessig, that there's no inherent problem with using a monopoly on legitimate violence is an authoritarian thing for you to advocate.
