The nuance you're missing is that in general, leftists' proposed solutions to structural racism tend to use government programs, but all government programs are structural violence & coercion because that is the sole unique identifying feature of government: it's monopoly on legitimate violence. Using structural coercion to try to "solve" problems will only inevitably create new, different problems. Government can't fix anything. Only voluntary actions can truly solve problems without "unintended" consequences.
