The only alternative idea I can come up with is for Israel to take a small section of Gaza, and in the beginning make sure it's governed only by either (1) Muslim Arab Israeli citizens, or (2) diaspora Palestinians whose entire education from primary school was in a conservative area of America. Also, Israel could immediately begin taking control over the educational system in that small area, and as children in that system grow up, put them in charge, and slowly expand this civilized area of Palestine.
