The original article I wrote about (and the figures you claimed were very similar) claims that 61% of the dead are civilians, which means that 39% are not civilians. Unless more than 39% or more of Gaza's population are involved in terrorism (which is ridiculous), Israel is demonstrably being very, very, very effective at avoiding civilian casualties.
