The U.S. President is effectively meaningless when it comes to holding local police to account. The only realistic way to hold local police to account is to convince town/city/county/state prosecutors to prosecute police who misbehave. That will require that local people vote in local elections. Do those locals in St Helena Parish vote in local elections? No? Then they have no reason to complain.
