[Typo: You wrote "two" in the previous sentence.] You're bringing up an interesting conundrum: Which hurts the Russian war effort more: (1) Having Russia's middle to upper classes flee abroad to places like Thailand, or (2) those middle and upper classes remaining in Russia where they will eventually have to protest in order to avoid war? During Vietnam, American protestors had nowhere better to go; on the other hand, everywhere in the world is better than Russia, so Russians are gladly fleeing. Are you going to get all the world to forbid Russians from entering, and get all the world to force them out and back to Russia? And I don't think that "educating" them more is going to work. I recommend that Western governments use dividend-paying public trust funds to bribe people to ally with democracy instead.
