Well, you don't really offer much in the way of any suggested solutions to fix the recruiting crisis. I would recommend that the U.S. military start early: Although many public schools will not allow military personnel in to talk with students, the U.S. military probably could do more to talk with kids in late elementary and middle school about what it takes to be in the military (and the benefits) so that the kids have more time in their lives to prepare. The Boy Scouts are falling apart as an organization; maybe the U.S. government should expand Civil Air Patrol to encompass an Army-type career as well.
