Yeah. Egypt didn't think Israel would defend itself to get out of a blockade, which is why Nasser didn't send sufficient forces to Sinai. I don't understand how you can think that something isn't an act of war if the aggressor (Egypt, starting the blockade) does something aggressive (blockade) and doesn't think that the victim will fight back. That's still an act of war, and the aggressor started it. Egypt started the war, but not with an attack. Yeah, Israel attacked first, but Egypt started the war.
