Yeah, to expand presidential power over the Administrative State bureaucracy, which the president should have power over, but doesn't because its impossible for the President to fire 90% of gov bureaucrats. This planned expansion of power is to strengthen democracy by strengthening the democratically-elected President's power over what is currently an unelected, self-selecting, unfireable bureaucracy.
