The prohibition against factions in the Baha'i Faith, which is where the TDG comes from, does serve a useful purpose, though: At least it prevents people from publicly proclaiming that they are representing a "group". Although there is no procedural teeth, it does enable social shaming for proclaiming a political party/faction.
