If I were a migrant, I would love to go to Martha's Vineyard, and frankly, when you are a migrant, should you have 100% discretion about where you go initially in the new country? Shouldn't this be a multiparty decision in which the host says "Look, we have more resources to help you here in Martha's Vineyard, so we offer you migrants seats to go there"?
